The Federal Aviation Administration said on Tuesday it had granted Boeing a shorter extension than the company had sought to conduct some of its own regulatory checks, as the agency works to reform the practice of outsourcing. of the regulatory authority.

Under a program known as Organization Designation Authorization, company employees are authorized to determine regulatory compliance on certain matters on behalf of the FAA. Boeing had requested a five-year renewal of this authority, but the FAA only agreed to three years.

The program approved by Congress aroused strong criticism After two Boeing 737 Max crashes in 2018 and 2019, 346 people were killed, resulting in a worldwide ban on the plane for nearly two years. A federal law passed in 2020 made a number of changes to aviation security, some of which focused on the organization designation authorization program.

The FAA said it only approved a three-year renewal because it wanted to ensure Boeing made certain changes to the program.

“There are several work improvements that the FAA would like to assess within the Boeing organization over the next three years,” Ian Won, an agency official, said in a letter to the company.

The agency, for example, would like to see Boeing better protect program employees from interference by company officials, update the company manual for the program, and conduct audits to ensure that a safety management system is effectively in place. The FAA said it also plans to monitor Boeing’s progress.

Boeing said it would cooperate with the changes. “As always, we are committed to working transparently with the FAA through their detailed and rigorous oversight processes,” the company said in a statement.

The FAA has made several changes to the program since the 2020 law was passed, but Democratic staff on the Senate Commerce, Science, and Transportation Committee published a report in December, arguing that the agency needed to do more to oversee Boeing, including improving oversight of the organization designation clearance program.
