Representative Kurt Schrader of Oregon, a seven-term Democrat, lost his main battle to Jamie McLeod-Skinner, a resounding defeat of a leading congressional moderate and a potential sign of left-wing energy less than six months before the midterm elections.

Mr. Schrader, who had been endorsed by President Biden and had the support of the national party, was ousted by Ms. McLeod-Skinner, a small business owner and emergency response coordinator who ran unsuccessfully for Congress in 2018. Her victory was declared Friday by The Associated Press.

Some National Democrats believed that Mr. Schrader, the well-funded chairman of the centrist Blue Dog Coalition’s political armwas the best choice for the general election in what should be a difficult political environment for their party, given his moderate instincts.

But Ms McLeod-Skinner’s supporters argued she had a better chance of galvanizing Democratic voters, a lifeblood in a year in which many party strategists believe Republicans are more keen than Democrats on to present oneself.

Mrs. McLeod-Skinner had the support of certain left-wing organizations, including the Working Families Party, and his first victory despite financial disadvantage will be seen as proof of progressive energy after several notable setbacks for this wing of the party in 2021 and a mixed record this year.

But rather than run an ardently left-wing campaign herself, she tried to launch Mr. Schrader as a deeply conservative Democrat who was out of touch with other members of his party on issues such as social spending and who was too close to pharmaceutical interests.

She has also garnered considerable support from local institutions, including several Oregon County Democratic Party organizations that normally be expected to support the incumbent or remain neutral. The leaders of some of these parties had urged the House Democratic campaign arm, which backed Mr. Schrader, to stay out of the primary.

Johanna Warshaw, spokeswoman for the Democratic Congressional Campaign Committee, noted that the “primary mission of the organization is to re-elect Democratic members.”

Mr. Schrader, who was assisted by significant external expenses, argued that he had a long delivery experience for the district. Founder of the bipartisan Problem Solvers Caucus, he highlighted his ability to build consensus and his focus on issues such as infrastructure, jobs and lowering health care costs.

“He’s been a partner in the Biden administration,” Deb Barnes, Schrader’s spokeswoman, said in a statement ahead of Election Day.

While the race has taken on national significance given Mr. Schrader’s seniority, it has also been shaped by hyperlocal issues, including a debate over the appropriate method to how to cut hayreflecting the rural parts of a district that includes most of Oregon’s central coast.
