News Media Canada, a group of publishers, welcomed the bill.

“Real news reported by real reporters costs real money,” said group chairman Jamie Irving. said in a statement. “This legislation levels the playing field and gives Canada’s news publishers a fair chance and does not require additional taxpayer funds.

Rachel Curran, head of public policy at Meta, Facebook’s parent company, said in an email that the company is “examining the bill in detail” and said it “looks forward to engaging with stakeholders.” once we have a better understanding of what the bill entails.

Google and Twitter did not respond to a request for comment.

The new law would exclude YouTube, another arm of Google’s parent company Alphabet, from the compensation plan. Government officials told reporters that YouTube falls under national broadcasting laws. The law also does not apply to services like Apple News that already allow articles from editors, or to personal messaging systems like Facebook Messenger and WhatsApp.

Exactly what form the Canadian system will take and how much money will flow to the news media will be determined largely by negotiations between tech companies and publishers, as well as decisions by regulators, particularly on companies that will receive grants.

Publishers will be able to unite to negotiate collective agreements with technology companies. They will also be able to pursue private and voluntary agreements with technology companies, such as those that Meta concluded last fall with 18 Canadian publishers.

If talks fail, a binding arbitration process will determine compensation.

Although Trudeau’s Liberals do not control a majority of votes in the House of Commons, the bill is expected to pass due to its recent alliance with the New Democratic Partythat has long driven tech companies to pay for the use of information.
