WASHINGTON — The Treasury Department on Thursday imposed new sanctions on Russian tech companies and illicit supply networks the country uses to evade existing sanctions, expanding the Biden administration’s efforts to punish Russia for its invasion of China. Ukraine by crippling its economy.
