Meanwhile, the Kremlin has sent mixed signals. Over the weekend, Russia said 10,000 combat and special forces soldiers were returning to their barracks after the drills were over. But few of these troops were close to the Ukrainian border.

Intelligence officials from several Western countries say there has been no significant withdrawal of Russian troops or equipment from the border, and low-level cyber attacks – many of which appear to be aimed at penetrating Ukrainian infrastructure – continue.

“We continue to be gravely concerned about the nature of the presence of Russian troops there and the capabilities available to them,” the senior official said.

Hoping that the specter of greater economic pain will deter Mr. Putin, the White House has very publicly acted to secure agreements from Western allies to impose tough sanctions on Russia if it carries out a major attack on Ukraine. The sanctions, they said, will be considerably more severe than those imposed by the West in response to Moscow’s annexation of Crimea in 2014. These sanctions remain in place and Mr Putin still controls Crimea.

But Mr. Putin is trying to make people understand that he too has allies.

On Wednesday, Putin announced that a joint military exercise by Belarusian and Russian troops would take place early next year in Belarus, in northern Ukraine. In the televised remarks it was presented as a request of the Belarusian leader, Aleksandr G. Lukashenko.

“I know that your commanders are studying my suggestion of training on the territory of Belarus,” said Lukashenko, who said this fall that his country would join Russia in any conflict with Ukraine, raising fears that action military does not start in Belarus. . Moscow has massed hundreds of armored vehicles, artillery and troops near the small Russian town of Yelnya, close to both Belarus and Ukraine.

“I hope this proposal will be approved,” Lukashenko said.

Mr Poutine replied: “As you suggested, we will achieve it at the beginning of the year. The commanders will agree on March or February, I don’t know, when they will decide.
