WASHINGTON – President Biden said on Wednesday he intends to appoint Shalanda Young, acting director of the Bureau of Management and Budget, to become the permanent head of the agency after months without.

Ms Young, a deputy director who has been acting chief since the spring, would officially take the helm at a critical time for the office, which oversees the federal budget and develops a host of regulations. In addition to implementing a $ 1.9 trillion pandemic relief plan and a $ 1 trillion infrastructure bill, the administration expects to adopt more than $ 2 trillion social spending package which is at the heart of the president’s economic agenda.

The post languished for months as one of the few high-level openings in the administration after the White House in March got his first choice of budget director, Neera Tanden, who drew bipartisan criticism in part over vitriolic tweets targeting members of Congress from both parties.

Members of Congress and administration officials described Ms Young, on the other hand, as having enough support from Democrats and Republicans to get Senate confirmation, and several lawmakers had lobbied for his appointment. Ms. Young would be the first black woman to hold the post.

Mrs. Young, who was confirmed by the Senate in March to serve as office assistant, 63 to 37, was previously the personnel director of the House Appropriations Committee, where she played a key role in the development of annual expenditure bills and a series of five pandemic contingency plans totaling $ 3 trillion – a centerpiece of the federal government’s emergency response to the pandemic.

While she wowed both Democrats and Republicans during her job on Capitol Hill, some Republicans criticized her comments during her confirmation hearing for deputy budget director. Ohio Republican Senator Rob Portman questioned his position to remove the so-called Hyde Amendment, which bars federal funds from going to most abortions, federal expense bills.

Thirteen Republicans backed her MP nomination in March, however, and at her confirmation hearing Ms. Young was introduced by Republican Senator Bill Cassidy of Louisiana. Ms. Young, originally from Louisiana, arrived in Washington two decades ago as part of a scholarship program for young people interested in public service and joined the House Appropriations Committee in 2007.

She would play a leading role in shaping the administration’s economic plans, including the Social Policy Package, a sprawling bill Democrats are seeking to pass Congress that would seek to curb climate change, fight against poverty and invest in children, workers and families. The office also plays a key role in developing the budgets of each federal agency.

Nani A. Coloretti, senior vice president of finance and business strategy at the Urban Institute, has been appointed deputy director of the budget office. Ms. Coloretti was Deputy Secretary of the Department of Housing and Urban Development during the Obama administration. The administration said if Ms Coloretti was confirmed for the deputy director position, she would be among the highest ranked Asian Americans, Hawaiians or Pacific Islanders in government.

The failure to appoint Ms Tanden, former senior advisor to Hillary Clinton’s presidential campaign in 2016, was one of the Biden administration’s first political miscalculations. The White House appointed her before Democrats took control of the Senate, despite well-known criticism from some Democratic and Republican lawmakers of her tweets and her work at the Center for American Progress, a think tank liberal.

The president and Ms Tanden agreed to withdraw her nomination after Republican Senator Lisa Murkowski from Alaska made it clear to the White House that she would not vote for her.

Ms. Tanden is White House Staff Secretary, a little-known but influential position which places it at the center of the exchange of information between the president and his main advisers.
