The officials, who requested anonymity to preview the diplomatic conversations, said the president would make it clear that the United States was ready to engage in stiff competition, but did not want open conflict with China and was willing to cooperate in areas where the interests of two countries aligned.

These areas are likely to include discussions on efforts to limit nuclear proliferation and combat global warming.

But the meeting between Mr. Biden and Mr. Xi could also be tense, as the two leaders deal with more controversial issues, including the strengthening of the Chinese military in the South China Sea, the Chinese hacking of corporate computer systems and the government in the United States, rights violations by the Chinese government and the ongoing conflict between China and Taiwan.

Trade issues are also expected to be on the agenda, as a deadline nears the end of the year for China to purchase an additional $ 200 billion worth of U.S. goods under a 2019 trade deal. .

According to regular By Chad P. Bown, principal researcher at the Peterson Institute for International Economics, China is on the verge of falling behind about 40% of that pledge. U.S. officials have pressured their Chinese counterparts to close the gap on promised purchases of U.S. energy, agricultural products and medical devices, as well as Boeing planes. They are also pushing them to improve in other areas where China has failed to meet its trade commitments, such as intellectual property compliance.

The trade agreement, signed by President Donald J. Trump in January of last year, left tariffs on most of the products traded between China and the United States each year. As the business community scrambles to cut tariffs, Myron Brilliant, executive vice president of the United States Chamber of Commerce, said such a breakthrough did not appear likely on Monday evening, although officials may move forward on issues such as easing visa restrictions, creating an arms dialogue or encouraging China to buy more US exports.

“Political constraints on both sides mean that our expectations should be somewhat modest for this call,” Brilliant said. “A victory right now is an agreement on both sides to reduce the tension in the relationship.”
