Research on California, first state to offer paid family leave, has above all shown that paid leave has a positive effect on wages and participation in the labor market. Nine States and the District of Columbia They succeeded paid vacation programs.

Christopher J. Ruhm, professor of public policy and economics at the University of Virginia, found that under California’s paid vacation law, new mothers who worked during pregnancy were estimated at 17%. more likely to have returned to work within a year of giving birth. In their child’s second year of life, the time mothers spent at work increased.

“The evidence is strong enough that we would see favorable effects,” Mr Ruhm said. “This is not going to lead to a huge increase in employment or the participation of women in the labor market, but it would be a modest increase.”

Maya Rossin-Slater, associate professor of health policy at Stanford University, said research found that policies offering up to a year of paid leave can increase work participation in women after childbirth. Under the California program, the largest gain in leave is seen for black mothers, who have become more likely to take maternity leave, according to Ms. Rossin-Slater’s research.

“Implementing paid family leave can reduce inequalities,” said Ms. Rossin-Slater.

Pepper Nappo, 33, a mother from Derry, New Hampshire, said she was left alone to care for her newborn baby on the day she was released from hospital in 2016. She had needed stitches after childbirth.

As a hairdresser, she did not have paid parental leave, and her husband could not afford to be off work for more than a week at a landscaping company. The family has downgraded their car and limited what they bought at the grocery store, but still struggle to keep up with the bills.

“If I had had paid time off, we wouldn’t have been late,” Ms. Nappo said.

Public assistance for paid family and medical leave is strong, but Americans tend to differ on specific policies. A recent CBS News / YouGov A survey found that 73 percent of American adults surveyed supported federal funding for paid family and medical leave.
