With the recall behind him, Governor Gavin Newsom of California began working through the hundreds of invoices which piled up on his desk during the campaign. He turned to housing on Thursday, signing a pair of measures to speed up construction in the state.

The first, called Senate Bill 9, would essentially eliminate single-family zoning by allowing duplexes in most areas of the state. The other, Senate Bill 10, would reduce environmental rules on multi-family dwellings and make it easier for cities to add high-density developments.

Faced with a growing housing affordability crisis, Mr. Newsom has invested billions of dollars from state budget surplus and federal stimulus packages in investments aimed at alleviating housing and homelessness problems. -abrism. But California remains one of the hardest places in the country to build, leading to a long-standing housing shortage that is at the root of its cost concerns.

For years, the state legislature has tried adopt state pre-emption rules that require local governments to allow higher density housing in single-family housing neighborhoods. But resistance from suburban towns and landlords has been fierce.

The passage of SB 9 and SB 10, which were passed by the Legislature in August after garnering bipartisan support in a Democratic-dominated state, is a cornerstone of those efforts. It’s part of a nationwide trend in which other states facing growing housing affordability issues have assumed more power over housing, which has traditionally been the province of local government.

“The housing affordability crisis is undermining the California dream of families across the state and threatening our long-term growth and prosperity,” Newsom said in a press release.
