The agreement to be released Meng Wanzhou could reduce an embarrassing conflict in US-China relations.

Trump has taken an aggressively accusatory stance towards China, lambasting Beijing for what he called unfair trade policies, blaming it for the coronavirus pandemic, blocking Chinese tech companies from the lucrative US market and imposing red tape. high tariffs on Chinese exports. Since coming to power, President Biden has also taken a strong stance on China. He sought to make the United States a democratic counterpoint to the authoritarian country, stressing the importance for the West to be independent from Chinese tech companies like Huawei, the maker of next-generation communications networks.

But U.S. officials have also sought common ground in areas such as climate change and now the Huawei deal.

In their first conversation in seven months, Mr. Biden met in early September with the President Xi Jinping from China, expressing concern over China’s cyber activities while saying the leaders of the world’s two largest economies could put aside their differences to work together on measures to combat global warming. This was only the second time the leaders have spoken since Mr Biden’s inauguration, a measure of growing tensions between the two nations as they seek to tame each other’s global influence.

The Huawei case has deeply undermined the perception of China in Canada, which has become a hub for Huawei’s research and development operations and also hosts a large number of Chinese students. China is Canada’s second largest trading partner after the United States.

According to a study carried out in May by the Angus Reid Institute, a leading polling company, only 14% of Canadians have a favorable opinion of China. A majority of those polled said that China’s release of the two Canadians who were detained shortly after Ms Meng’s arrest was a necessary condition for reshaping relations.

Gordon Houlden, director emeritus of the China Institute at the University of Alberta, has warned that Ms. Meng’s release will not radically alter Canada-China relations in the short term. But he said it could help spur some kind of healing, including strengthening the closer economic and educational ties between the two countries.

“Canada is flying close to the United States when it comes to China, it will all depend on the approach of the Biden administration,” he said. “China has no interest in prolonging Canada’s misery, but it will take years for things to be fixed.”
