On Thursday, a federal grand jury indicted a former Louisiana state soldier for violating federal civil rights, ruling that he repeatedly clubbed a black man with a flashlight during a traffic stop that was recorded by his body camera.

Former soldier Jacob Brown, 31, has been charged with one count of deprivation of rights under cover of law, the Office of the United States Attorney for the Western District of Louisiana said in a press release. If convicted, he faces up to 10 years in prison, three years of supervised release and a fine of up to $ 250,000.

The indictment comes after the body camera footage has surfaced last month showing Mr Brown hitting Aaron Larry Bowman about 18 times in the head and chest with a flashlight while Mr Bowman was grounded after a traffic stop in May 2019.

Mr Brown later told investigators he used a flashlight as a baton in what he called “pain compliance,” according to an affidavit. Federal prosecutors described the flashlight as having a tactical metal cap designed to break glass.

As a result of the beating, Mr Bowman suffered a broken jaw, three fractured ribs, a broken wrist and a gash to his head that required six staples to close, according to a lawyer representing him in a lawsuit lawsuit for civil rights filed last time. year in Louisiana against the state police.

Mr. Brown, of Rayville, Louisiana, was arrested in February on charges of second-degree aggravated bodily harm and embezzlement in the performance of his duties in connection with the assault. He resigned a month later. He also faces criminal charges in two unrelated cases of excessive force.

Lawyers representing Mr Brown and Mr Bowman did not immediately respond to requests for comment on Friday.

In the body camera video that was obtained and published by The Associated PressMr. Bowman can be heard pleading with law enforcement in Monroe, Louisiana. “I can’t resist,” he shouts between blows. “I can’t resist. He was then taken to hospital.

Mr Bowman, now 46, has been charged with resisting a police officer with force or violence, bodily harm to a police officer, flight from a police officer and improper use of the lanes. He pleaded not guilty.

An offense report filed with the Ouachita Parish Sheriff’s Office said Mr Bowman ignored the lights and sirens of a deputy who tried to stop him after the SUV Mr Bowman was driving has crossed the center line of a road. The deputy said Mr Bowman hit him on the head with a closed fist and got into a fight with him after telling officers he was afraid to stop and wanted to park the vehicle home in case he goes to jail.

A Louisiana State Police spokeswoman said last month that an investigation determined that Mr Brown’s body camera images were “intentionally mislabeled.”

The AP, citing state police records, reported that Mr Brown, who is white, had been implicated in 23 cases involving the use of force, dating to 2015 – 19 of them targeting Black.

Just weeks before the violent encounter with Mr. Bowman, Louisiana State Police soldiers assigned to F Troop in Monroe had dragged, beaten and used a stun gun on another black, Ronald greene. The encounter with Mr Greene, who died while being taken to hospital, was also captured by a body camera.

State Police first told relatives of Mr Greene that he died of injuries sustained in a car crash after a high-speed chase, making no mention of the use of force by the troops.

Mr. Brown is one of four Soldiers assigned to F Troop who were stopped earlier this year accused of using excessive force and disabling their body cameras during the arrests.

The US attorney’s office said Thursday it had ongoing criminal investigations into encounters involving Louisiana state soldiers that resulted in death or personal injury.
