The director of national intelligence delivered a report to President Biden on Tuesday on the origins of the coronavirus outbreak, according to US officials, but the country’s spy agencies have yet to conclude whether the disease was the result of an accidental leak from a lab or if it emerged naturally in an overflow from animals to humans.

Mr. Biden had ordered the nation’s intelligence agencies three months ago to write a report on the origins of the virus amid intensifying debate over questions about where it came from, and in part to give agencies a chance to examine a wealth of data that had not been fully exploited.

But the survey, which looked at data collected from a virology research institute in Wuhan, China, the city where the virus first spread, has yet to respond to the larger unanswered question about its origin. Its lack of conclusions underscores the difficulty of identifying the source of the virus, particularly given China’s refusal to continue to cooperate in international investigations into the origin of Covid-19.

In the months following the outbreak of the coronavirus pandemic around the world, intelligence agencies began to examine how it started. Former Secretary of State Mike Pompeo pushed agencies examine the theory that the virus was created in a Chinese lab and accidentally leaked. Mr. Pompeo has formed his own research group to study the issue.

During the Trump administration, intelligence agencies dismissed theories that the virus was deliberately disclosed. But they said they couldn’t draw a conclusion on what was more likely: an accidental leak from a coronavirus research lab or a natural development of the virus.

While many scientists were initially skeptical of the lab leak theory, at least some have become more open to examining it this year. And some criticized a World Health Organization report in March that found the theory of lab leaks unlikely.

After this report, officials in the Biden administration became frustrated with the Chinese government’s decision to stop cooperating with other World Health Organization investigations into the origins of the pandemic. In the face of what they called Chinese intransigence and a divided U.S. intelligence community, officials in the Biden administration then ordered a 90-day intelligence review, culminating in the report delivered to the president on Tuesday.

Current and former officials have repeatedly warned that finding the precise origins of the pandemic may be more of a job for scientists than for spies. Under Avril D. Haines, the director of national intelligence, agencies have intensified cooperation with scientists, hoping to better understand the current pandemic and possible future ones.

Officials also warned that the 90-day review was likely too short to draw firm conclusions.

The report remains confidential for the time being and officials would not discuss its findings. But officials said Ms Haines’ office would most likely downgrade some information later this week.

“It usually takes a few days or more to prepare an unclassified version,” White House press secretary Jen Psaki said on Monday.
