Tropical Storm Nora was downgraded from a hurricane on Sunday, a day after it formed, as it struck Mexico’s west coast and claimed at least one death, officials said.

Nora, which unleashed a torrent of rain and flash floods, has been charged with the death of a boy whose body was found after the partial collapse of a Puerto Vallarta hotel, the governor said. State of Jalisco, Enrique Alfaro.

Along Mexico’s west coast, up to 12 inches of rain was expected in some areas, causing flash floods and life-threatening mudslides, the center said.

On Sunday afternoon, the Hurricane Center issued a tropical storm warning for most of Sinaloa state and a tropical storm watch for the southern portion of the Baja California peninsula in Mexico.

As the storm approached Baja California, including the resort town of Cabo San Lucas, potentially fatal surf and rip current conditions were expected, the center said.

After the Eye of the Storm leaves Mexico, forecasters said, Nora is expected to bring rains and flash floods to parts of the southwestern United States and the central Rocky Mountains.

Tropical Storm Nora devastated parts of Mexico the same weekend Hurricane Ida made landfall in Louisiana, hitting the state with potentially fatal winds and flooding in what could be the most devastating hurricane to hit Louisiana since Hurricane Katrina in 2005.

It has been a dizzying few weeks for meteorologists, who have been monitoring three named storms that quickly formed in the Atlantic, causing flooding and damaging winds in different parts of the United States and the Caribbean.

Tropical Storm Fred made landfall on August 16 in the Florida Panhandle. As Fred crossed the southeast, heavy rains were brought in and several tornadoes were triggered. At least five people were killed after flash floods destroyed homes in western North Carolina in the wake of the storm.

Grace then made landfall again on the Yucatán Peninsula, resulting in further heavy rains, power outages and hundreds of evacuations. A third landing, on the east coast of the Mexican mainland, kill at least eight people.

And Henri formed on August 16 as a tropical storm off the east coast of the United States. It strengthened into a Category 1 hurricane, but was downgraded before make landfall in Rhode Island. It hit the northeast with high winds and torrential rains, cutting off power to over 140,000 households from New Jersey to Maine.

The links between hurricanes and climate change are becoming increasingly evident. A warming planet can expect to see stronger hurricanes over time and a higher incidence of more powerful storms – although the total number of storms may drop as factors like stronger wind shear could prevent the formation of weaker storms.
