But unlike most local officials who received bad news, Mr Duggan responded by engaging in a public battle with the Census Bureau and suggesting he could sue. Census officials declined to discuss the mayor’s specific demands, but defended their work in an unsigned statement and said local officials who believed there were errors could appeal. No corrections would affect the data used for the political redistribution, the office said.

There is a precedent in Detroit where census disputes are paying off. After the 1990 tally, Coleman A. Young, the then mayor, challenged the tally in court and made the bureau acknowledge that he missed tens of thousands of inhabitants.

Yet the latest population decline has offered a political opening for Anthony Adams, who finished far behind Mr Duggan in the low-turnout primary and will face his fellow Democrat again in the November general election.

“We are starting to lose our black population in the city, and we are losing it because the policies of this administration are detrimental to the people who have lived here through thick and thin,” said Adams, a lawyer who has focused his attention. campaign on crime reduction, police reform and retaining longtime residents in the city.

Even some of Mr. Duggan’s allies were not convinced by his census rhetoric.

Paul A. Garrison II, an urban planner and business developer who heads the Osborn Business Association, gave Mr. Duggan credit for developing new businesses, solving neighborhood problems and attracting educated newcomers to Detroit. He said he even had a Duggan campaign sign in his yard. But Mr Garrison did not believe claims of massive undercoverage of the population.
