Ms Khudadadi and Mr Rasouli reached Paris after passing through Dubai, said Mr Parsons of the IPC. Ms Dryden said more than 80 Afghan athletes landed in Dubai after being evacuated from Kabul.

All of these athletes will receive humanitarian visas to travel to Australia, according to Dryden. She said Afghan Paralympians, if they wished, would be allowed to relocate to the country after completing their competition, adding that they seemed “grateful for the chance to come to Australia”.

Australia’s Home Office declined to comment.

In Paris, where officials worked to keep the presence of Afghan Paralympic athletes a secret, they received basic clothing and health checks. Interpreters helped the athletes ensure their papers were in order to travel to Japan. More importantly, the French official said, athletes needed to commit to participating in the Games and prepare for the likely deluge of media attention once they arrive.

The French official said several unspecified countries have offered assurances that Afghan athletes would be welcome to relocate after the Games are over.

When the athletes arrived in Tokyo on an Air France flight on Saturday evening, they were whisked away to the Paralympic Village, where Mr. Parsons, Chelsey Gotell, the chairman of the IPC Athletes Council, and a handful of other officials have met them.

“Of course, it was very moving to see that in one way or another we had helped make their dream come true,” Mr. Parsons said. “They were of course very tired and a little lost. Everything had been so fast for them.

When they arrived, Mr. Rasouli had already missed his first 100-meter heat on Saturday. Organizers offered him a slot for a 400-meter event, but he suggested increasing the distance might be too difficult, and he is now set to compete in a long jump on Tuesday.
