Authorities tightened restrictions last month, extending the daily curfew indefinitely from 10 p.m. to 4 a.m., limiting funerals to 50 attendees, urging employers to allow staff to work from home and banning all public gatherings .

With presidential and parliamentary elections slated for next year, however, politicians have defied the rules and continued to organize rallies and large gatherings with mostly unmasked crowds, drawing criticism from civil and religious groups.

Human rights groups have accused Kenya’s security forces for years of murder, kidnapping and torture. They say the police have become particularly heavy during the pandemic.

At least 834 people Was killed by police or have been missing since 2007 – 166 of them last year – according to Missing Voices, a group of organizations that document the killings of police officers. The Independent Forensic Unit, a non-governmental organization based in Nairobi, the capital of Kenya, has documented 26 deaths and 49 cases of abuse related to the application of the Covid.

On March 27, 2020, when the curfew was first imposed, officers armed with batons beating people and using tear gas over dozens of people waiting for a ferry in the coastal city of Mombasa. Days later, a 13-year-old boy was shot dead in a Nairobi neighborhood as police prepared to enforce curfew restrictions. An officer was then charged with the murder. More recently, thousands of people, some of whom were trying to get to the hospital, were stuck in traffic in the capital in April as officers blocked freeways and told drivers to sleep in their cars to avoid violating the curfew.

The Police Reform Working Group, an alliance of national and local organizations in Kenya that includes Amnesty International and Transparency International, called police violence and the coronavirus crisis a “twin pandemic”. The alliance condemned the deaths of the Ndwiga brothers and urged the security forces to defend the rights of citizens.

“A violation of these rights is an abdication of duty and illegality which we condemn in the strongest terms,” the alliance said.
