Mr. Biden stressed that he takes threats to the security of Americans in Kabul seriously. In a closed-door meeting with leaders of the Group of 7 Nations on Tuesday, the president told them the danger of a terrorist attack was “very high,” according to a senior US official.

A deadly attack on American and Afghan civilians by ISIS-K would be a disaster not only for the United States, but also for the Taliban, who are preparing to consolidate their control over Kabul. The Taliban and the Islamic State have been enemies, fighting on the battlefield for control of parts of the country.

ISIS-K refers to the Khorasan branch of the Islamic State in Afghanistan.

British Prime Minister Boris Johnson, who chaired the meeting, sought to put a good face to the discussions, saying the evacuation had been a remarkable success. He said the leaders had agreed on a roadmap for dealing with the Taliban for the long term, promising to use Afghan funds held in Western banks as leverage to put pressure on the Taliban.

“Condition No. 1 is that they must guarantee safe passage until August 31 and beyond for those who want to go out,” Mr Johnson told the BBC after the meeting.

But Mr Johnson failed in his effort persuade Mr. Biden to extend the evacuation beyond August 31, and it was not clear what other options the allies had to protect their own Afghan citizens and allies without US military might.

German Chancellor Angela Merkel said plans are underway to find a way to ensure that “thereafter we can still get so many local employees and people in need of protection to be allowed to leave the country “. But his pessimistic tone laid bare the sense of futility Western leaders felt about Afghanistan.

“How is it that the Afghan leader left the country so quickly?” Ms Merkel said. “How is it that the Afghan soldiers we trained for so long gave up so quickly?” We will have to ask ourselves these questions, but they weren’t the most pressing today.
