On the day the camp closed, the Connecticut Early Years Office and the state Department of Children and Families investigated the camp due to concerns about safety and well-being. campers, said Maggie Adair, an agency official. The investigation is ongoing, she said.

On its website, Camp Quinebarge offered campers teasers of what to expect in the New Hampshire woods – crackling campfires and cannonballs in the lake.

But in the spring, the camp director was struggling. Of the 60 workers who had been hired as of June 1, only 36 showed up, Mr Carlson said, in written responses to questions.

In previous summers, seasonal workers with J1 visas, whom Carlson described as “good workers and less likely to quit”, made up between a quarter and a third of the workforce. More than 25,000 summer workers typically travel to the United States to work as counselors and camp staff, but most have been blocked by travel restrictions.

At the same time, the camp had enrolled 20% more children than in 2019, he said.

In interviews, five staff said they were rushed on and pushed into senior positions with little training.

MJ Lowry, 21, a student, said it was clear the camp director was desperate to hire. To sweeten the deal, Camp Quinebarge paid for a plane ticket from Louisiana, agreed to allow Ms Lowry to continue her college courses online and bring a cat, an emotional support animal.

“I was like, okay, I can fly,” Ms. Lowry said. “I will do it. I have worked with children before.

Ms Lowry arrived two days before the first group of campers, and it became clear that there would be no time to study.
