Greenfield needs public toilets — as does every town and city in the nation. Failing to provide enough of them doesn’t save money, because as the saying goes, “when you gotta go, you gotta go.” People in need will go in inappropriate places, and the cost of cleaning up after them is probably greater than the cost of accommodating them. Don’t forget about the homeless — they have to go somewhere too. Better they do their business in an appropriate place.
Business owners put up “Rest Rooms for Customers Only” signs. Perhaps they might be subsidized to open their restrooms to the public and display a sign to that effect.
Yes, public restrooms are costly, but those costs don’t go away when you don’t have them. They just get moved to other places with greater consequences. Shoppers are more likely to patronize a business that provides restrooms.
In the days before cell phones, you would see lots of “public telephone” signs. It should be the same way for toilets.
