Public health expert Dr Gabriel Scally, whose scathing report on CervicalCheck found it was “doomed to fail”, is expected to be invited back to carry out a final review of the screening programme’s progress.

It comes following a Dáil row yesterday over claims he was dropped from his monitoring role.

Labour leader Alan Kelly called on Taoiseach Micheál Martin to explain why Dr Scally was no longer involved in progress reports on his 170 recommendations about how the service should be
reorganised.

Dr Scally uncovered a litany of failings after he was asked to investigate the screening service following high-profile cases including that of Vicky Phelan, who was diagnosed with cervical cancer three years after her smear test results of 2011 were incorrectly reported as clear of abnormalities.

Mr Kelly told the Dáil he was “shocked and disappointed” that Dr Scally was no longer involved in reviewing the follow-up to his recommendations. Mr Martin said he would check out the issue but rejected claims that Dr Scally was dropped.

However, a spokesman for Health Minister Stephen Donnelly said last night the minister was supportive of Dr Scally carrying out another review and this matter would be raised by the CervicalCheck Steering Committee at the appropriate time.

He said the Government accepted all 50 recommendations made in Dr Scally’s Scoping Inquiry into the CervicalCheck Programme, which was published on September 12, 2018.

An implementation plan was published in December 2018 on the Department of Health website.

The then health minister, Simon Harris, asked Dr Scally to do an independent review of the implementation plan.

“The implementation plan was revised to take account of further formal observations submitted by Dr Gabriel Scally.

“A further revision of the plan took place to encompass two further recommendations identified by Dr Scally in the Supplementary Report, which was approved in June 2019.”

He said 170 actions, across 58 recommendations, are in the final plan with actions across the Department of Health, the HSE and the National Cancer Registry of Ireland (NCRI).

“Quarterly progress reports on implementation have been carried out by the Department of Health since Q1, 2019.

“They are published on the department’s website. That reporting continues.”

The spokesman said that as of the end of 2020, there had been 148 of 170 actions completed, arising from the 58 recommendations.

Dr Scally was requested to undertake a further implementation review, and this took place in late 2019.

“Dr Scally suggested, in his second review report, that he conduct one final progress review at a suitable point sometime after the coronavirus crisis has abated. The minister is supportive of this and will raise it with the CervicalCheck Steering Committee at the appropriate time,” he added.

Dr Scally is understood to be willing to carry out another review.
